Mexican border laws

My name is [ name withheld ]; I am a corporate officer for the transportation company [ name withheld ]. I would like to make an inquiry about Mexico's border laws.
The laws that I am interested in are those concerning crossing the border by direction of authorities with goods and products such as meat.
On Dec 14, 2001 one of our leased drivers was delivering a load and due to illiteracy found himself at the Mexican border. Lacking familiarity with Mexican laws our driver proceeded as directed, across the border to turn his tractor around.
He was then stopped by the Mexican authorities and was jailed on charges of smuggling. The Mexican authorities released the driver the next day, but still refuse to release the truck, trailer, or make reparations for the 40,800lbs of product that was confiscated.
I would like any assistance available and would like to know any and all possible methods of regaining the company's property. Thank you for your time,
