I've been an Immigration officer for almost 12 years and have seen a lot of changes. What I've noticed is that most of our problems are the fault of Congress.

They just keep implementing program after program (IRCA, IMMACT 90, IIRIRA, Natz. USA and countless others) and expect us to suck it up. Then they whine and point fingers when we get overwhelmed.

If you tell an alien that they are going to loose all their welfare benefits because they are not a citizen, what the heck do you think they are going to do? They are going to apply for citizenship! All of a sudden we have a backlog...what a surprise.
